Machine Learning Model

I am looking for a freelancer who can help me build a machine learning model for regression analysis using numerical data.
I have historical data from horse races over a 10 day period (100+ datasheets) and each data file contains race data for one race measured over a period of time at 3 minute intervals with a number of horses in a race.
The purpose of the machine learning is to observe the effects of price volume data on two prices, back and lay prices over time, in order to train a model to predict future price movements.
In your proposal to me, I would like to know how you will analyse this data and what measurement method (so far I have been using regression) you will be using to obtain the most accurate prediction rates for this project.
If you have experience in betting exchange that would be advantageous.
