Face recognition system

I am looking for a freelancer to build me a face recognition system with video footage and capability for facial expression analysis. Ideally, accuracy should be high when it comes to detecting different genders. Accuracy is of the utmost importance. The system needs to be able to recognize faces, and potentially perform expression analysis. The technology needs to be secure, reliable, and consistent. My goal is to create an accurate, secure, and reliable face recognition system, and I need a freelancer to make this possible.
