Advanced Statistical analysis of meteorological datasets

I have historical dataset of meteorological data such as wind speed and direction. I would like to get the wind speed value (omnidirectional) for return period 1 year, 5 years, 10 years, 50 years and 100 years.
Then I need the the wind speed value fat each wind direction sector N, NE, E, SE, S, SW, W, and NW for same return periods (1,5,10,50,100 years).
