Help Needed with Machine Learning / Clustering

I’m looking for someone experienced in machine learning, Python, and data analysis to help me work through an assignment. The tasks involve:
Concept questions on clustering and graph Laplacians
Implementing K‑means from scratch (L2 and L1 distance) for image compression
Spectral clustering on a political blogs dataset
Vector quantization using K‑means for AI model compression
The work includes both mathematical explanations and Python implementations (NumPy, possibly sklearn for one part). I will provide all datasets (images, text files, numpy arrays).
