I need advice not implementaion - Password Key store repository and high availability best practice

We have a site that is a custodian of private keys. we want to know how to implement a solution that provides the capability to switch on another node in case one node crashes. I am open to various solutions, the requirement is to avoid losing all the keys in case of crash or node delete.
