Enable TLS 1.2/1.3 Windows Server 2008 r2, Outlook installed already and should connect external mail server. via SSL 993

I am looking for someone who has hands on experience enabling TLS 1.2 on Windows Server 2008 R2 and is fully confident working with this operating system. check attach photo.

I have a production Windows Server 2008 R2 machine. Outlook installed on this machine and I need TLS 1.2 fully enabled so the server, can communicate with a mail server via SSL 993. Currently, the new requirement of mail server no longer supports non SSL or legacy connections. I have already attempted configuration changes, but they were unsuccessful.

What I expect from you:

Precisely identify the required Windows updates, hotfixes, registry changes, and any necessary components

Correctly enable TLS 1.2 for client connections it seems enabled but maybe is not default you need to figure out what's wrong and fix.

Verify that the server can successfully communicate with the mail server using TLS 1.2 SSL 993 port
