Windows Tablet Crane Ship to Shore Inspection App

I need a lightweight application built specifically for Windows-based tough tablets that my technicians can carry onto the quayside and inside the cabins of our ship-to-shore cranes. The goal is straightforward: guide them through each inspection step, let them capture evidence on the spot, and push a clear, time-stamped report back to the office the moment a connection is available.
My client needs to be able to access the reports in real time online.

Core functions that must be in the first release:
• Inspection checklist that I can edit myself (add, remove, or reorder items without touching the code)
• As I perform Noin-Destructive Testing (NDT) inspections, I need to be able to complete the report on the tablet on site.
• Photo & video capture embedded in each checklist step, stored locally while offline
• Real-time reporting that syncs automatically once the tablet regains a signal—no extra taps, no manual upload

Offline first, online whenever possible is essential; the app must continue working in a steel-clad crane cabin with zero network, then reconcile data seamlessly when the technician returns to Wi-Fi.

Please build with an architecture that keeps the local database robust (SQLite or similar is fine) and the sync mechanism resilient against partial uploads or dropped connections. Source code, installable package, and a brief user/administrator guide are the required deliverables.
