Windows Digital Logbook App

I need a lightweight Windows-based application that lets plant operators enter readings directly into a digital logbook. Each entry must be automatically time-stamped and saved to a local server so supervisors with admin credentials can review, search, and export the data for reporting and audit purposes.

Key requirements
• Windows desktop UI that is easy for non-technical operators to learn in minutes.
• Two user roles: Operator (data entry) and Admin (full access, edit, export, audit trail).
• Local network deployment—no cloud—so an on-prem SQL-based back-end or similar file database is fine as long as it runs unattended and can grow over time.
• Built-in filters and export options to Excel/PDF for quick shift reports.
• Straightforward installer and clear documentation; I need to roll this out to several terminals.

I’m comfortable if you choose C#/.NET, Electron, or another Windows-friendly stack as long as performance stays snappy and the code is clean and documented. Completion is needed within a month, including a brief handover session so my team can manage basic maintenance and backups.
