Website Migration without SQL Databases

Hello, we are struggling to figure out how to migrate websites without the database. We FTP'ed the website files within the last couple of years and were not aware at the time that you also had to export the database. Looking for someone who can help point us in the right direction for how to migrate a website with no database and no access to the panel that the database was housed in. In other words, the database does not exist anymore and we need to figure out how to restore it or create a new one to migrate websites to a new hosting. Will pay for consulting on this.
