Web based forecast and invoicing database

We are a print media distribution company that delivers in a number of territories in Southern Africa. We currently have a web based database that we have been using for many years without any problems. Due to some new business opportunities we need some major changes to our existing database and so are considering building up from scratch with new features and changes we need following many years of use.
Print Media requires forecasting of supply based on historical data as well as solid data based on supply and returns. All print media is supplied on a sale or return basis. We need a database that can accommodate supply and return as well as the accounting side of the sale and return. Different publications are supplied on different terms and the database needs to accommodate all the variations.
We currently have a .Net instance with MS Sql I believe though am not entirely au faix with the technical aspects. We are open to all options but are happy with the existing structure though believe that we may be a few versions behind now.
At this stage we are looking for a person/company that understands the business logic behind our requirements and can guide us on implementation and programming. Any submissions received without a clear understanding of the requirements will be dismissed immediately. In fact we will not be making any decision until we have discussed the project in detail with developers.
Short listed developers will be given access to our existing web programme to get a better feel of the project requirements.
A preliminary working document of requirements is attached.
