SQL access on cloud -- 2

Ive sql db need to be restore and create on the server and we need a link to access , so that on cloud we can access or edit anywhere the sql accounting.

Short to say :
i)The rdp to server , no one can handle but only for manager
ii) What operator and staff they only access the IP address edit and share
iii) What developer only access the db restoration

First one that rdp to server needed via sql accounting
Manager can handle everything, operator and staff only can edit and share database, and developer have the option of database restoration
