SQL Spatial Speed Up SP

We have a SP that reads Spatial coverages and points and returns intercets that is running slow. Looking for someone to look at it and rewrite it so that its much faster and can use parreell processing's, as we currently have plenty of cores available but the SP uses virtually no CPU.
