SQL Replication Setup

Hi,
I would like to hire a freelancer to setup SQL Replication using transactional method.
We have 2 server to be setup for this SQL Transactional Replication.
The connection between server is using Local IP, whereas remote management is using Public IP.
After completion, we require some guideline on how to :
1. Add new DB to include in the replication
2. Command line to check Publisher and Subcriber status
3. Any neccessary command necessary for managing this replication.
4. Command line to reactivate subscriber
