SQL Database front end/Listener. Allow login, Receive SQL, Call a function with the SQL

I need an SQL Database listener built in Delphi and based on MSSQL. This will enable Crystal Reports to access images stored on a dedicated server hard drive directory.
Key Requirements:
- Proficient in Delphi
- Design and implement an SQL Database listener

- Facilitate access to images stored in a dedicated directory on the server

Working Example: Crystal Reports -> Oracle ODBC Driver -> Oracle Server -> View -> Function -> Call Rest service -> Simple Rest service returns file
What is needed: Crystal Reports -> "Database" ODBC Driver -> NEW SERVER FRONT END/LISTENER (This is what I need) -> CALL A FUNCTION WITH THE SQL STRING -> I will write the function
