Google Sheets App for Marketplace

Create a Google Sheets App Extension to be downloaded in Google Marketplace for my clients.
The extension should not need any setup and comes with one predefined script: Update =IMPORTDATA formula in the Google Sheets.
=IMPORTDATA formula has the issue to not update itself without opening a spreadsheet. We have to solve this issue. A simple script does the trick, but I do not want to do that manually with my clients. I want my clients to download a small extension, that's it.
The script is probably super simple, I need help setting it up and supporting me with a documentation etc. so I can create the app in the marketplace.
