Create an SQL statement for sorting data from one SQLite3 Table

Hello,

I need an SQL statement that sorts a table that contains id, name and timestamp.
The sort should work that way that the data is pre-sorted by timestamp first (descending, newest first), then all entries of a single name are sorted by their first occurence in the pre-sorted result.

07 | GIL | 1006
08 | EVE | 1007

sorts to

09 | TIM | 1008
02 | TIM | 1002
03 | TIM | 1001
01 | TIM | 1000
08 | EVE | 1007
06 | EVE | 1005
04 | EVE | 1003
07 | GIL | 1006
05 | GIL | 1004

so the names are sorted by descending timestamp with the name blocks starting with the name with the newest occurence.
