Create SQL Environment and Update Scripts

Seeking a highly experienced SQL consultant who is able to create a hosted environment and produce scripts to update data. The script cannot be created in any programming language and must be able to run as a standalone process. Also, there will be extensive exception reporting that will produce a set of PDF's that will include the variations in data.
