Create an ETL in Microsoft Azure to import a text file

I am looking for someone to create an ETL in Microsoft Azure to import a CSV file into Azure SQL Database. The project requires no data transformation -- just a straightforward import of the file as it is. The ideal candidate would have experience with Microsoft Azure and ETL processes. Some additional details about the project include:

- File format: CSV
- Data transformation: No transformation required
- Destination: Azure SQL Database
- Implementation and knowledge transfer to be done online
