Build a app for an engineering company to record time

I own an engineering company and want a web app for an employee to type a job number in to, the app will use that job number to look at an existing sql database take the operations required for the job and display them in a user friendly way to the employee who can then click on each operation of the job to record the time taken to complete that operation, when the job is complete we need to write the information back to the database. I also want to be able to display documents linked to the job which are stored as pdf’s on our server. I need several employees to be able to log in to the same operation at the same time so maybe the app has to collect art the data during the day and add it to the database at night?
