Write research paper for Elsvier journal

I want someone who is experienced in writing a research paper for an Elsvier journal in the field of Rural development. The project will be about writing a paper on index developed by a client. We are looking for an experienced research published with strong statistical analysis through Stata or spss who have published papers before. More details once the project is confirmed.
