Grouping rating question responses

I've a rating questionnaire that rates 13 items. The highest score for an item is 18 and the lowest is 6. The total of all scores for all thirteen items is 156. For the 13 items the scores could be 18,17,16,15,14,13,12,11,10,9,8,7,6 or there could be some equal scores. The raw scores (between 18 and 6) could be used or the ranking e.g. a score of 18 would be rank 1 and a score of 6 rank 13

I have two tasks
1/ For a number of questionnaire responses what is the consistency between them
e.g. average score or rank for an item and the variation in this score or rank across the responses

2/ For a number of questionnaire responses, split the whole hopefully 400+ into groups of similar, e.g. group those that rank the same three highest items (in any order) or e.g. those that rank the same highest item and have the same items within either 2nd or 3rd position
