Telemetry api in springboot

I am in need of a developer with experience in creating a telemetry api using Springboot. The API will be collecting Performance Metrics and will require integration with OpenTelemetry. The level of security required for the telemetry data is OAuth2 authentication. The ideal candidate should have experience in Springboot, telemetry, and OAuth2 authentication.
