Help with Recruitment -- 4

Budget: $4 – $7 USD

I would like to hire a recruiter that will handle recruitment in Eastern Europe, CIS countries (Russian), international job sites (English) and optionally in South America as well (Spanish/Portuguese).
Job description, application and interviews are done in English so all applicants need to communicate on at least conversational level.

Jobs were already online on many sites last year so drafts should be available - you will be filling last recruiter's shoes. You need to be able to judge their English proficiency level because 99% perfect English is required for some of the jobs.

Country-wide sites may not have English version so that's why you need to know at least one more language (preferably both).
No HR experience is needed but it's highly desired as I would like you to perform preliminary interviews as well (at least via email/chat).

We offer remote work (20+ hours a week) in online gaming services industry from no skill entry positions for gamers (200-400+$ a month) to specialist gaming experts positions (600-1000+$ a month).

I'm only interested in a long-term cooperation and after the initial job post setup, a few (1-4) hours a week are required for at least a few months.
Requirements:
- answer emails/messages at least twice a day (morning+evening or within 12h, 5+ days a week)
- review applications at least every 3 days (twice a week)
- expand recruitment network over time (research good places to post remote jobs at least 1-2h a month)

I need you to ctrl+v job offer(s) on the biggest work portal(s), decline 95%+ of applications and forward the rest to me (combine all relevant things they said). Ideally you will also perform a short interview/questioning yourself to filter it further. It is very easy to sort through initial applications as I don't require a standard CV so any offer not provided in a desired, custom format can be automatically declined without reading.

You can bill me for results (quality hires) or effort (time used regardless of results). I will probably cover the cost of paid ads myself, if you find them a worthy investment.

There are some positions which are like programmers - can never get enough of the good ones so recruitment is always open for those :)
