Guitar FX Pedal into 2U 19inch rack with additional specification

I am working with a leading producer to take guitar effects and put them back into rack gear. We are emulating the tube screamer circuit and have other requirements for the circuit to give it a unique edge. It is at POV stage so budget it tight! I need help to design and build to a level that is in line with safety standards to not have limitations in global markets like the US or Europe.
