Amazon cloud formation

I need to hire someone who can right cloud formation template to automate the database server provisioning in AWS. We have Postgres, Oracle and SQL servers , and looking for someone who will write single cloud formation template that takes parameter of type DBMS, Version , type of EC2 instance, Domain, OS type, apply Preinstall and post install scripts in the cloud formation.
