3d model for a pipe sleeve

My project is to create a 3D model for a pipe sleeve. I'm looking to prototype the pipe sleeve, and need someone who is experienced with custom dimensions to get the job done. I don't have a preference of software to use for the 3D modeling process, however, AutoCAD and SolidWorks are both acceptable.
