Solidworks Parametric Modeling- from STL- Only Licensed Software Please !

I need my 3D model created from an STL file using Solidworks (licensed version) to generate a fully parametric, sketch-based Solidworks model. I want the geometry to be in solid format and the output file format needs to be a native Solidworks file from licensed Software. I am entrusting this project in the hands of a professional who can provide quality work and is experienced in parametric modeling , using STL as a reference.
