STL to Solid STEP File Conversion

I need a professional to convert an STL file to a solid .Step file for use in manufacturing. The conversion will not require any modifications or enhancements to the original STL model, I simply need the file converted as is. The final .Step file should be compatible with SolidWorks, inventor, or AutoCAD.

Please note I have tried it myself ( Design is not my profession). Manafucuare cannot CNC mill the part due to the drawing having a damaged surface.

Please note, the file has to be in .Step format.

Ideal skills for this project include:
- Proficiency in SolidWorks
- Experience with CAD file conversions
- Understanding of manufacturing requirements for CAD files
