DXF File Optimization for Laser Cutting

I need assistance with cleaning up a DXF file. The current file has too many segments, and I need it simplified with a low detail level. Additionally, the cutouts in the file need to be enclosed so they can be effectively used for laser cutting. The software that will be used for the laser cutting is AutoCAD or Solidworks.
