Convert Simple STL File to STEP or SolidWorks File

I need a freelancer to convert a simple STL file into a STEP or SolidWorks file. There are no specific dimensions or tolerances that need to be maintained in the new file. However the new CAD file must match the plane and angle geometry of the scanned STL file.
Ideal skills and experience for the job include:
- Proficiency in converting STL files to STEP or SolidWorks files
- Attention to detail in making modifications to the original design
- Ability to communicate effectively to ensure the final product meets my requirements.
The ONLY area in the STL file that needs to be converted is within the large red circle in the attached image. That area has relatively clean data. The planes and angles are important within that large red circled area. The axis within the smaller red circle is also very important, and that axis must be indicated in the CAD file. That axis is mounted on a angled tab in the scan.
