CAD designer to create a 3D model from blueprints

I am trying to have walnut rifle stocks CNC cut. The original blueprints date from the 1935-1941 time frame and would form the basis for a 3D model. The end goal is a .stl file ready to pass on to the manufacturer for CAM... (Budget: $15 - $25 USD, Jobs: 3D Modelling, 3D Rendering, CAD/CAM, Product Design, Solidworks)
