3-Axis Swivel Arm Design

I require an adept freelancer to accurately engineer a three-axis swivel arm, similar to the GE Miniview product.

GE miniview swivel arm has a few distinctive features:
1. Full pitch and yaw angles for the end C-device.
2. Easy to adjust for one person.
3. One button to lock all joints after manual adjusting.

Delivery
A similar swivel arm that facilitates angle adjustment for a C-shape device at around 10kg. One end of the arm would connect to the side of the device. The other end of the arm would connect to a cart. The arm should have the following features:
1. All potential positions in 3-axis.
2. Adjustment should be easily done by one person. Preferably, balanced electronic force assistance can be used. If that is difficult, friction-based resistance should be fine too.
3. Provide a locking scheme so the device will not drift after locking. Electronic one button to lock all joints is preferred. Manual lock is also acceptable is there is only one lock.
4. The arm be as light as possible.
5. The arm be able to extend to 80cm from the cart.
6. The end device is about 60cm long, with about 4.5kg on each end and 1kg beam connection. The beam can extend to about 75cm long.
7. Be ready for manufacture and is cost effective.
