ERC20 Smart Contract Development

I need an experienced blockchain developer to create an ERC20 smart contract with the following functionalities:
- Basic token functions: transfer, balanceOf
- Mintable and burnable tokens
- Pause and unpause functionality
- Timelock functionality for added security
