We need a PROGRAMMER for a simple image processing task

I want a programmer that loads a PNG image and records the RGB values in a user specified matrix of points. User enters number of equidistant rows and equidistant columns, defining "cells" in this row x column matrix. The program records the RGB values of the center points for each cell. Then the program loads another PNG file, and creates versions of this second PNG image. Full details about project will be given thanks.
