Shift scheduling program

Currently have a Paradox program for scheduling shift workers on an 8 hour rotating basis. Various restrictions are imposed due to Nuclear Regulatory Worker Fatigue Rules. Overtime is distributed per union guidelines. The current Paradox program being used incorporates many of these rules--however, it is no longer being supported. Seeking a new automated program that will apply the rules set forth by the Fatigue Rules and union guidelines with the ability to change parameters easily.
