Public Wifi Management Software

I am looking for a skilled developer to create a Public Wifi Management Software for our outdoor network with user authentication capabilities. The application should be able to access multi payment gateways like Mastercard and Mobile Money accounts. The estimated number of users for the network is more than 200. The ideal candidate should have experience in developing similar software for outdoor networks and should be proficient in the following areas:
