Benchmarking tool

Hi,
I am looking for a benchmarking tool to proceed with my research about e-learning benchmarking.
In fact, in the course for my study, i have setup a benchmarking tool comprising 26 benchmarks. It aimes at appreciating quality in e-learning higher instititions. I hope 20 of them to participate into thé exercise. I am expecting the tool to present itself in three phases :
Phase 1 : A registration phase where the respondent provide among others the name of the e-leraing institution and an e-mail address. This e-mail should be checked by sending a message to the respondent from where s/he would have a link to click on to proceed with the benchmarking tool.
Phase 2: The participant anwsers each of the 26 benchmarks by Yes or No. S/he may have the opportinity to comment or justify each anwser. At answering the 26 questions, a report is sent in the form of a chart with the percentage of questions answered Yes and those answered No. All benchmarks answered No are actually the points that the institution/the respondent need to work in in order toimprove.
At this stage it may be necessary that each respondent participate only once in the course of a time frame of 6 months at least.
A global chart /report with the percentage obtained by each participant (each participant would appear under an alias name to preserve anonymity ) would be available for download.
Phase 3: The respondent would be invited to rate the 26 benchmarks tool s/he just participated to. Less than 10 questions would be available here and no report would be sent ( the results would be exploited by the reserach team).
The initial point of contact with the tool would be a landing page that i have setup.
It may be interesting for the tool to be available at least in French in addition to English.
Has someone ever worked on this kind of project? For which timeframe ans budget ? Which steps are involved?
