NFT Smart contract Functionality

I need additional functionality to typical ETH smart contract.
What is required:
After tokens are minted and redistributed I need implemented functionality to move the NFT automatically from holding address if there was no interaction with the contract or transfer of NFT within given period of time ( feed to be paid from contract balance )
If above condition is meet NFT should be transferred to random address which had any activity with NFT which belongs to the contract / sale /transfer etc within given period of time.
In simple words - functionality to prevent holding NFT by inactive addresses and redistribute them to active addresses.
