AI retouching software function modular development

I am looking for a developer to help me with the modular development of an AI retouching software. The software should have the following specific functions:
This is just the first stage of the task, first, to develop basic features such as automatic enhancement, color adjustment, automatic face recognition, size adjustment, removal of blush, noise reduction and sharpening，
Because there is no user interface yet, we chose to develop the basic features first, and then build the key features on top of the basic features.
Because there is no user interface, you need to use the api or command line to test the results, and finally when the modular development is complete, finally submit the source code for inspection, and then move on to the next content
