I need a programmer

I want to develop a desktop application that will work with a tool that we have developed. Our device is a scaled down computer that is configured with automotive software that will allow us to remote program vehicles. The device uses Window 10 as the OS. The application we want to devlop will need to identify when our device is plugged into a vehicle and send a notification via email. I think the easiest way would be to create a program that will notice a change in hardware status and then will send the notification.
