Web Scraping Tool for daily scrape of 11 procurement websites -- 2

I'm looking for a tool that will allow daily scraping of 11 procurement websites to pull out these information points on Request for Proposal (RFPs) that were released the previous business day: source (which website), issuing organization, RFP title, brief description, close date, budget, and a deep link to the RFP.
Those RFPs from the 11 websites should be consolidated in an excel sheet or something similar.
There should be a duplicate elimination process (some of the same RFPs would show up on different procurement websites).
There needs to be an exclusion process where RFPs are taken off the full list based on certain keywords (currently have a list of about 150, but this list needs to be dynamic, so ability to add and subtract keywords daily for the next scrape).
I should get two lists each day: the full list and the list where RFPs where the title contains 'to be excluded' keywords were taken off.
