Very small Python text-normalization script (plain source code only)

I need a very small standalone Python script that normalizes text files.
This is not an app, not a compiled tool, not a binary.
Requirements (read carefully)
Plain Python source code only
No executables, no compiled files, no installers
No external services
One script + short README
Must run locally via command line
Input: .txt file
Output: .txt file with:
normalized spaces
normalized line breaks
no extra or non-printable characters
No other transformations
Important
Budget is fixed
Payment released only after I run and validate the script locally
