Stock Market Analysis Tool

Looking to develop a Stock Analysis tool.
Tool to analyse the Russell 1000 and a separate tool for the ASX. Expect same coding just 2 different data sources.
Need to be able to identify stocks every day that have .... dynamically linked to data sources.
1. exceeded 200 day moving average for the last 60 days
2. equaled 52 week high over the last 60 days
3. dropped at least 2% each day for last 2 consecutive days, i.e. at least 4% drop over 2 days
4. price closed in bottom 20% of the daily range
Tool can be developed in Excel, Google Sheet, Tableau, or make a recommendation
Looking for someone who has completed similar projects or created other stock analysis tools.
