Patch Microsoft PhotoDraw v2

I need a developer to create a patch that will allow Microsoft PhotoDraw v.2 to run on Windows 10. The program currently does not open at all on this OS.

Requirements:
- Experience with Windows application compatibility
- Knowledge of legacy software and Windows APIs
- Proficiency in programming languages such as C++ or C#

Ideal Skills and Experience:
- Familiarity with Microsoft PhotoDraw or similar graphic design software
- Previous experience creating patches or compatibility layers for older software
