Jira Administrator / Atlassian Workflow Specialist Needed for ClickUp to Jira Transition

We are looking for an experienced Jira Administrator / Atlassian Workflow Specialist to help us transition our existing software delivery workflow from ClickUp to Jira Cloud.

We are looking for someone who can understand how our team currently works, recommend improvements where it makes sense, and build a scalable Jira environment that supports development, QA, product, and reporting needs.

Our current process is already documented. We will share our workflow documentation directly, so access to our ClickUp workspace will not be required.

About the team
Our software team consists of approximately:
• 10 developers
• 2 QA team members
• 1 PM/PO
We follow a daily release process, and hotfixes are also handled daily.

We want a consultant who can review our current delivery workflow and help us recreate and improve it in Jira.

This includes helping define the right supporting tools within the Atlassian ecosystem, such as:
• Confluence for documentation and collaboration
• QA / test management tools such as Xray, Zephyr, TestRail, or similar
• Roadmap / planning tools within Jira if needed. ( Tools to help scope a project/feature, and help evaluate which project to work on first )
• Time tracking and reporting tools to measure team and individual delivery performance

Scope of work
1) Review and understand our current workflow
We will provide documentation of our existing ClickUp workflow. You will review it and:
• Understand our current naming conventions, workflows, and structure
• Recreate the same logic in Jira where appropriate
• Suggest improvements only where it adds clear value
Our current process is working reasonably well, but we want better visibility into:
• bugs and support issues
• links between bugs and epics/stories
• what is driving support volume
• team workload and delivery performance

2) Analyze and improve our software delivery process
We want recommendations and Jira design support for how we currently manage:
• product planning
• scrum / execution workflows
• bugs and support issues / hotfixes
• QA and testing
• releases
We are currently Kanban-based, but we may want the option to evolve toward sprint-based delivery in the future.

3) Configure Jira Cloud
We need someone who can configure Jira Cloud properly, including:
• projects
• issue types
• workflows
• statuses
• permissions
• screens
• custom fields
• automations
• boards
• dashboards
• reporting
A few examples of the type of setup we care about:
• time fields must be required where appropriate
• bugs should be linked to stories/epics
• Jira should support time tracking in hours, not story points only
• dashboards should give us useful operational visibility, not just basic Jira reports

4) Workflow mapping from ClickUp to Jira
We need help mapping our existing structures from ClickUp into Jira, including:
• workflows
• statuses
• automations
• board structure
• issue relationships

Important:
Data migration from ClickUp to Jira is not required.
We only need workflow/process mapping and Jira implementation.

5) Reporting, KPIs, and dashboards
A major part of this project is building dashboards and reporting that help leadership and the team measure delivery success.
We want visibility into metrics such as:
• weekly throughput / output
• cycle time
• bug volume
• bug aging
• QA pass/fail rates
• release frequency
• workload by team member
• blocked issues and bottlenecks
We also want better reporting around estimation accuracy.
For example:
• A tech lead may initially estimate a story at 40 hours
• After task breakdown, the real effort may become 80 hours
• QA time should also be included in the estimate
We want your recommendation on how Jira should handle this.
Questions we want help solving:
• Should the original estimate simply be updated?
• Or should we keep separate fields for original estimate vs revised estimate?
• How can we report on expected vs actual effort at the story and epic level?
• How can we measure whether our estimates are improving over time?
We also want guidance on how to manage new feature requests, especially distinguishing between:
• small changes
• larger changes
• work that should become a story vs an epic vs a support item
What we are looking for
We are looking for someone with proven experience in the following:
• Jira Administration / Atlassian Consulting
• Jira Cloud setup for software development teams
• redesigning or migrating workflows from other tools into Jira
• Agile delivery frameworks such as Kanban and Scrum
• Confluence structure and documentation practices
• QA / test management tools that integrate with Jira
• dashboards, KPIs, and reporting for engineering/product teams

Part 1: Discovery
• Review our documented current process
• Understand how our team works today
• Present improvement recommendations
Part 2: Jira Cloud Configuration
• Configure Jira Cloud based on agreed workflow
• Set up dashboards and reporting
• Recommend and configure any needed Atlassian Marketplace tools
Part 3: Training, Testing, and Feedback
• Train the admin team
• Support testing of the workflow
• Adjust the setup based on feedback if needed

The ideal person is someone who can act as both:
• a hands-on Jira administrator, and
• a workflow/process advisor
We are not just looking for someone to “build boards.” We want someone who can help us create a practical, scalable Jira setup that reflects how a real software team works day to day.
