Google Maps Land Plot Identifier

I'm seeking a developer to create a tool that identifies and highlights open plots of land and predefined sizes of constructed terrace areas on Google Maps after receiving my inputs on where, as in within which area the search has to be made
Requirements:
- Will generally Focus on regions 2 to 5 KM within cities or outskirts
- Use Google Maps satellite mode as the primary data source
- Ability to adjust and define terrace area sizes on a case-by-case basis
Ideal Skills and Experience:
- Proficiency in Google Maps API
- Experience with land data visualization
- Knowledge in software development for dynamic user input
