Game-friendly Scroll Emulation Windows App

I'm looking for an expert in developing a high-functioning, user-friendly app for Windows. This simple application should provide two customizable buttons that can emulate mouse scroll up/down.
The project cornerstone is the compatibility with any game. Scripts like Autohotkey work in Windows, but not in games. As a person with a disability, I can't use a mouse , only trackball with no scroll wheel. so this app should incorporate a couple of particular design characteristics:
- Keys: The two customizable keyboard buttons should be bound to [ ] or PgUp and PgDn keys for example. Please, avoid using NumPad as my keyboard has none.
Applicants with a strong background in app development, specifically with Windows, understanding, and experience incorporating accessibility and gaming functionalities are the ideal candidates for this project.
