Fix macOS Notarization Error 7000 (Team not configured) - Electron/AnyDesk

I am looking for a macOS Code Signing & Notarization expert to fix a persistent "Status 7000" error on my local machine.
The Situation:
I have an Electron application, but I am testing with a simple "Hello World" zip to isolate the issue.
I have two Apple Developer Accounts (one Personal, one LLC).
CRITICAL: Both accounts are fully PAID (Apple Developer Program) and all agreements (Free/Paid Apps) are ACTIVE/GREEN in App Store Connect.
The error persists on BOTH accounts when using the standard password/keychain authentication.
The Evidence (Fails on BOTH accounts): I tried notarizing with both my Personal and LLC accounts. Both return the same blocking error:

The Job: Since the standard authentication method is failing despite valid/paid accounts, I need you to:
Connect to my Mac via AnyDesk (Remote Desktop).
Help me generate an App Store Connect API Key (.p8 file) to bypass the password/keychain issue.
Configure xcrun notarytool to use the API Key method (--key-id, --issuer).
Successfully notarize the simple "Hello World" dummy app to confirm the fix.
Requirements:
STRICT: You must work via AnyDesk. I will not share credentials or source code via chat.
Expertise with xcrun notarytool and API Key authentication.
Do not bid if you plan to tell me "contact Apple Support" or "check your agreements". My agreements are active. I need a technical workaround (API Key) implemented now.
