File Conversion

I need a developer or tech person to read, edit, and convert an application generated file to a csv file. Attached is a sample file that the app generates, it is a file with extension ltd. I want you to find a solution for me & convert a csv output so that we can create nice looking reports & easy to read graphs in different ways. Sample csv output file is also attached here for reference. Original ltd file will have approx 2500 lines.
What I have attached is a very small file. Note: If you google, ltd file shows up as an extension associated with LivingTime app by Lifescope Inc. Don't waste time with that. This ltd file is generated by a logtag recorder thermometer app that is available on https://microdaq.com/mwdownloads/download/link/id/891 . In fact you can install the software & open the .ltd sample file I have provided.
*^^^^^** So simply put, goal is to convert the ltd file with max 2500 lines into a csv. Small sample input ltd & output csv files are attached.
