Excel Data to Custom A4 PDF

I need a skilled freelancer to create a solution that generates PDFs or prints pages directly from data provided in an Excel file. The output should be in a custom design format on Standard A4 size, and it must include data from Block, Village, and Farmer levels.

Key Requirements:
-Windows desktop software required
- Uploading option of excel file
- Generate PDFs or print pages based on Excel data by user with printing option as Dropdown list of Block,Village,Farmer ID
- Output should be in Standard A4 size and Pdf file as desired by user
- Use a custom design layout for the PDF or printed page (format attached)
